Job description
Applicants are invited for a 3-year position in a Research Fellowship as PhD Candidate in Economic Evaluation to be based at the Department of Health Management and Health Economics (HELED), Institute of Health and Society, Faculty of Medicine, University of Oslo.
HELED is a multidisciplinary department, consisting mostly of economists, social scientists and medical doctors, and conducting research in the fields of health economics, evaluation of health care interventions, health management and health policy, and public health. HELED is organized in four research groups, where this projects falls within the Economic Evaluation group (see http://www.med.uio.no/helsam/english/about/organization/departments/heled/index.html).
The fellowship period is 3 years and devoted to carrying out deliverables in an EU-sponsored project entitled ASCERTAIN.
The research fellow must take part in the Faculty’s approved PhD program and is expected to complete the project within the set fellowship period. The main purpose of the fellowship is research training leading to the successful completion of a PhD degree.
More about the position
The position is funded by Horizon 2020 – ASCERTAIN (see https://www.access2meds.eu/) where HELED is partner. Prof. Eline Aas (partner lead), Ass. Prof Emily Burger and Prof. Eli Feiring are members of the ASCERTAIN (Affordability and Sustainability improvements through new pricing, Cost- Effectiveness and ReimbursemenT models to Appraise iNnovative health technologies) project. The affordability of newly approved innovative health technologies (IHTs) is challenging in many health systems. Health care payers and health care industry across the European Union (EU) have explored different ways of defining payment for new products. Starting in December 2022 the HORIZON funded project ASCERTAIN addresses the need of patients, physicians, payers, regulators, and manufacturers to improve the affordability and accessibility to innovative health technologies (including pharmaceuticals) in Europe.
The PhD position(s) are mainly related to health technology assessment (HTA) modelling, where Oslo has the responsibility and will take lead on one user case, related to precision cancer medicine. In addition, the PhD candidates will contribute to other aspects of the ASCERTAIN project, e.g., meetings, administer the ASCERTAIN project in Oslo.

Qualification requirements
- Applicants must hold a Master’s degree or equivalent in Economic Evaluation, Health Economics or Statistics.
- A Master’s degree (120 ECTS) with a minimum grade B (ECTS grading scale) or equivalent. The master’s degree must include a thesis of at least 30 ECTS, with a minimum grade B.
- Fluent oral and written communication skills in English
The following qualifications will count in the assessment of the applicants:
- Experience (courses and/or master thesis) with cost-effectiveness analysis is required
- Experience (courses and/or master thesis) in programming in R or other programming software, such as STATA and Excel will be valued
- Experience with individual level data will be valued, but not required
- Experience in open access modelling will be valued, but not required
