Qualification Details

Eligibility for this post is subject to the provisions of the Higher Education Ordinance (HF Chapter 4, Section 2a) and the University of Gothenburg’s appointment procedures.

To be eligible for employment as an associate senior lecturer, applicants must have obtained a doctoral degree in public administration or some other relevant subject area within which the administrative perspective is key, such as political science, business administration and sociology, or have attained equivalent academic skills.

Applicants must have obtained their doctoral degree or attained the equivalent skills no more than five years before the application deadline for the post expires. Applicants who completed their doctoral degree or attained the equivalent skills earlier may still be considered if special grounds exist. “Special grounds” refers to absence due to illness, parental leave or other similar circumstances.

Applicants must have demonstrated teaching skills and have experience in research and teaching that is relevant to the field of public administration. Experience in research and teaching with focus on the education sector is an advantage.

The eligibility criteria for employing teaching staff are set out in Chapter 4, Sections 3–4 of the Higher Education Ordinance and in the Faculty of Social Sciences’ version of the Appointment procedures for employing teaching staff at the University of Gothenburg. Assessment

The successful applicant will be the one who, following an overall assessment of development potential and talent, is judged most capable of performing and developing the duties outlined above. Academic and teaching skills will be given equal weight in the assessment.

Academic skills shall be demonstrated via the applicant’s own research within the field of public administration. A focus on the education sector would be an advantage. Academic skills shall also be demonstrated via a high capacity for identifying research problems, theory and methodology awareness, and analytical ability. Academic qualifications shall be demonstrated through the doctoral thesis and, where appropriate, other academic publications in the form of monographs, scientific reports and contributions to anthologies and/or journals that have been peer reviewed prior to publication. Contributions to the international scientific community shall be evidenced by publication in international journals or by international publishers. In cases where the applicant is not the sole author, the division of responsibility for the work is to be clarified. Attainment of external research funding would be an advantage.

When assessing teaching skills, particular emphasis will be placed on teaching experience. Eligible applicants will have documented teaching experience in public administration, or in some other relevant subject, such as business administration, political science or sociology.

Experience and skills in academic teaching and supervision, including commissioned education, must be clearly documented and verified. Authorship of teaching materials and the development of courses and forms of teaching would be an advantage.

In terms of the University’s duty to collaborate with wider society, involvement in commissioned education and the implementation of expert reviews in a public sector context are desirable. Networking activities aimed at public agencies and a documented ability to explain research will also support an application.

In addition, consideration will be given to administrative skills and personal suitability (primarily independence, the ability to take responsibility, communication skills and capacity for collaboration).

Considerable weight will be given to the applicant’s intention and ability to participate actively in the School of Public Administration’s academic environment in Gothenburg.

The ability to teach in Swedish is a criterion

Applicants must also have already completed teacher training for higher education, corresponding to the courses PIL101, PIL102 and PIL103, or must complete such training within a year of employment.

Responsibilities/Job Description

The duties of an associate senior lecturer in public administration with a focus on the education sector are split equally between research and teaching. The teaching element may also include administrative tasks. Duties comprise:

- Teaching on the School of Public Administration’s courses in public administration, including courses linked to the subject that are included in the head teacher programme and the pre-school teacher programme. The teaching language is Swedish.

- Research in public administration, with a focus on the education sector. Collaborative research with colleagues in the same field and applications for external funding are expected.

- Collaboration with wider society is encouraged, particularly participation in commissioned education aimed at professionals.

- Active participation in the development of the School’s operations in Gothenburg.

About the Project

The School of Public Administration engages in education, research and collaboration within the field of public management and administration. The education comprises first- and second-cycle programmes, commissioned education and doctoral studies. Education within the multidisciplinary subject of public administration focuses on politics, democracy and administration; public economics; organisation, management and society; and legal perspectives on public administration. The School of Public Administration is also responsible for courses that form part of the pre-school teacher programme and the head teacher programme. Research is focused on public administration, its function and its societal context. Current overarching areas of research include municipal politics and democracy, public auditing, public management, public law, sustainable urban development, and professions and officials.

Research and education within the field of public administration with a focus on the education sector may be aimed at all school forms and the entire chain of command. The field includes themes such as school leadership, professions, the organisation and management of the education sector, education policy and the interaction between different actors.

The associate senior lecturer will be expected to participate in the School of Public Administration’s Research Group for Studies on Management and Leadership in Schools (FOFOS). The group works with research on organisation, management and leadership, with a particular focus on the education provider and operational levels, including the implementation and consequences of school reforms and policies, as well as the conditions for equivalence. The group’s research is multidisciplinary, and combines perspectives from different social sciences disciplines. There is also a significant emphasis on the results benefiting schools and the development of society, for example through various forms of collaboration.

About the Department

The post of associate senior lecturer is a career-development position aimed at giving the employee an opportunity to improve their teaching and academic capabilities. At the end of the term of employment, an associate senior lecturer may apply for promotion to the post of senior lecturer.  If the associate senior lecturer is judged to be suitable and to meet the criteria for promotion, they will be employed on a permanent basis as a senior lecturer.

For promotion to senior lecturer, the employee must have demonstrated development potential and academic skills during their time as associate senior lecturer, through their own research in the field of public administration with a focus on the education sector and academic publications in the form of monographs and contributions to anthologies and/or journals that have been peer reviewed prior to publication. Contribution to the international scientific community is to be evidenced by publication in international journals or by international publishers. Applications for research grants are required, receiving such grants is an advantage.

For promotion, the employee must also have shown documented and verified teaching skills during their time as associate senior lecturer. In addition, consideration will be given to administrative skills and personal suitability (primarily independence, ability to take responsibility, communication skills and capacity for collaboration).

As a further criterion for promotion, the employee must have actively participated in the School of Public Administration’s academic environment in Gothenburg during their time as associate senior lecturer.

Completion of professional teacher training for higher education is also a criterion for promotion. The subject area for employment as senior lecturer will be the same as for the post of associate senior lecturer. An application for promotion must be submitted at least six months before the fixed-term employment ends.
